The National Council Licensure Examination (NCLEX-RN) was developed by the National Council of State Boards of Nursing. This is a prerequisite examination for graduate nurses in the United States and Canada. In early 2020, Australian Health Practitioner Regulation Agency (AHPRA) adapted this concept for their new program named Outcome Based Assessment (OBA) for Stream B candidates.
NCLEX-RN requires high cognitive ability and critical thinking skills of a nurse and it has four major categories and eight subcategories that measures a candidate’s minimum competency needed to provide safe and effective nursing care to clients. It is also a Computer Adaptive Test (CAT) that allows a student to get easy to hard level questions depending on one’s response to the previous one. The computer will stop giving questions once it has determined a student’s level of competence.
The OBA was established as a consistent approach for Internationally Qualified Nurses (IQN) globely. This assessment is divided into two categories: MCQ/NCLEX-RN and OSCE as preparatory exams before they begin to practice as entry-level nurses. If a student has previously passed the NCLEX-RN from the US and Canada, score transfer can be done as long as it is within the 10 years validity period. NCLEX-RN can be taken in any country that administers the exam. Once NCLEX-RN has been cleared, a student automatically proceeds to the OSCE stage, which is a practical examination that is taken in Adelaide, Australia.

- utilise evidence-based nursing judgment in determining the one priority response to NCLEX-RN test-items
- apply principles of management, quality improvement, and health outcomes in response to NCLEX-RN exam questions related to safe and effective environment
- apply principles of communication, documentation, teaching-learning, and psychosocial integrity to NCLEX-RN exam questions
- apply principles of caring, diversity, cultural competence, and developmental changes across the lifespan to NCLEX-RN exam questions
- apply principles of health and wellness, health promotion and maintenance, health screening, lifestyle behaviours, referrals, and discharge planning to NCLEX-RN exam questions
